Трудовая миграция и миграционная политика Республики Беларусь в рамках интеграции в Евразийский экономический союз

Abstract

В статье анализируются современные тенденции и особенности развития внешней трудовой миграции в рамках созданного ЕАЭС на основе обобщения статистических данных, социологических опросов трудовых мигрантов и экспертных оценок. Изучаются сложившиеся потоки трудовой эмиграции, осуществляемые как по заключенным договорам и контрактам, так и на основе самостоятельного выезда трудовых мигрантов из Беларуси, а также потоки трудовой иммиграции в страну. Приводятся основные направления миграционной политики исходя из современных потребностей рынка труда и в целом социально-экономического развития страны в области как трудовой эмиграции, так и иммиграции. Предлагается система мер по механизму регулирования внешней трудовой миграции и рынка труда в рамках ЕАЭП. Current fl ows of labour emigration formed both on concluded labour contracts and on the base of independent movement of labour migrants from Belarus as well as fl ows of labour immigration into the country are studied. The paper identifi es main directions of migration policy based on contemporary needs of labour market and social and economic development of the country in general, both in the sphere of labour emigration and immigration. A system of measures regulating the mechanism of labour migration and labour market within the framework of the Eurasian Economic Union is proposed.
